Background of TCO'99
TCO (The Swedish Confederation of Professional Employees), consists of 1.3 million Swedish professionals, and employs associations that work together to improve their members' working conditions.
Starting with a document for members to use to test their own displays, TCO requirements are designed as a standard for workplace conditions. TCO has utilized an iterative process of updating working requirements and now has TCO - 99 as the current level, supersceding TCO - 95.
TCO 99 is revised from TCO 95 (concerning displays) in the following four areas:
Ergonomics:
Tighter requirements for displays concerning the even distribution of luminance and contrast, flicker and reflections from the casing.
Energy:
The maximum permitted power consumption in the standby condition has been halved with one exception, the system units. Restarting must still take place within 3 seconds.
Emissions:
Values for emissions are the same as for TCO'95, but the demands on image quality have been raised. CRT-type displays must also be resistant to influence from external magnetic fields.
Ecology:
New requirements - all plastic components weighing more than 100 grams shall be made from the same type of plastic materials, restrictions on painting and a prohibition on metallizing plastic components. Co-operation with recycling companie is now required.
