173ng.com [202.43.85.36]　以前也會超超超慢，現在好很多

兩站(站主同一人)皆由Seeder阿波羅代管，照理講:
1.若Seeder對Seednet頻寬不足應該是該兩站同慢才對啊?
2.若Seednet對net-game.idv.tw鎖IP或鎖頻寬，那為何對173ng.com就不鎖?

可否請各位先進解惑，謝謝！

PS:
問Seednet回答原因為Seednet/Seeder/該站主三者之間收費問題，他們已跟公司反應我的抱怨，但會何時處理、如何處理則無法給我明確時間及答案。
