If you use a mail program like Eudora or Outlook on your own computer to check your mail you will need to change the "SMTP server" setting before you can send email from off campus. Email cannot be sent from off campus using an external mail client through the SCCS, except to other SCCS addresses. Check with your internet service provider to find out what your SMTP server is called. It is usually something like "smtp.ispname.com". Note, students who have dial-up accounts with the college are not affected, as they are connecting to the local college network.

不知你有無試過是否所有的 hotmail 收件者都無法寄送?
上文大意是如果你設的SMTP(外寄伺服器)不是屬於你上網的ISP,
(大部份是使用學校網路/宿網的學生)就有可能出現這種狀況.
也就是說你可能要更改成適當的SMTP設定~
